“Humectants hold on to water, and occlusives keep it from evaporating" so without occlusive ingredients, the moisture produced by humectants simple evaporates and leaves lips much drier than the first person.
The long and short of it is that you need a lip balm that contains both occlusive ingredients such as beeswax and shea butter and humectants including hyaluronic acid and glycerin.
Next time you're shopping, have a good look at the ingredients list and soon chapped lips should be a thing of the past.
