The divers, one of whom is believed to be an instructor, were in their 30s and 40s.
An eye witness told Cairns News that he saw one skydiver fall to the ground without their parachute released. He said that it wasn't clear why the parachute hadn't been released and that a collision could have happened at a higher altitude.
The area is a popular spot for skydivers and this is the worst incident in history for the area.
