Franks, who has been with the force for 19 years, said he never thought he would be catching a baby when he came to work on that particular morning.
The humble police officer said, 'The dad came up to me later at the division, grabbed me, shook my hand, said, 'Thank you for catching my baby.'
Other officers at the scene also did their best to help the rest of the residents of the building including Jerry Moynihan.
Jerry said, 'They were doing what they thought was best to do, which was get over there as fast as they could, save as many lives as they could and they did a wonderful job.'
