It is understood the man became stuck in the river and grabbed on to something under the boardwalk in order to keep his head out of the water.
Emergency services were called to the scene, before a fireman braved the icy waters and brought the man to safety.
The man was reportedly taken to the Mater Hospital for treatment.
The video below shows the attempted rescue by the public, with emergency services arriving around the five minute mark.
